Board advances cemetery bylaw, sewer district plan

Pepperell's Board of Public Works advanced plans to seek authority to extend sewer service outside the town's existing sewer district without a separate Town Meeting vote each time. DPW Director Paul and a commissioner identified only as Tom agreed to pursue a spring Town Meeting article setting criteria for board-approved extensions, aimed partly at a roughly 40-unit subdivision limited by septic costs near the district line. The board also voted unanimously to advance a condensed two-page cemetery bylaw, with an appeals process to be added before final adoption, and discussed allowing green burials pending Board of Health input.
On the 40 Bemis Solar project, Paul said stormwater basins held during a recent rainstorm but erosion control remains incomplete, warning "if we have a significant meltdown again, I might not have a choice" about referring the matter to state or federal regulators. Two delinquent water accounts, one near Hog Hill and one near Hollis Street, each owe more than $10,000; certified letters go out this month. The board also authorized a $54,000 pickup truck purchase and flagged an aging loader with up to 27,000 hours for future replacement.
