Pepperell Conservation Commission Approves Two River Road Buffer-Zone Projects

PEPPERELL — November 29, 2022 — Pepperell Conservation Commission issues negative determinations for two River Road buffer-zone projects. The commission voted unanimously at its November 29 meeting to approve a septic system upgrade at 65 River Road, where engineer Jack Visniewski of J.A. Visniewski, LLC, presented a Presby-system design for a farmhouse recently purchased by Steve and Deborah Caggiano, keeping all components and fill outside the 50-foot wetland offset; the board also cleared Lewis Lund to clean out a sediment-choked drainage swale and an 18-inch culvert at 104 River Road that has been flooding his yard. The commission approved a $2,440 payment to Joe Radwitch for biennial mowing of the 20-acre El Street meadow, drawn from a Wildlife Habitat Improvement Grant dating to 2008 with roughly $5,000 remaining. A hearing on the contested Chamberlain Way enforcement matter — where a common driveway was installed as much as 80 feet out of position without Planning Board or commission authorization — was continued to the December 13 meeting pending MassDEP comments still outstanding after nearly eight months under an enforcement order issued April 1, 2022.
