Pepperell Planning Board approves 11-lot open-space subdivision on Hollis Street

PEPPERELL — December 14, 2015 — Pepperell Planning Board grants open-space special permit for 11-lot Hollis Street subdivision. The board voted unanimously December 14 to approve special permit 2015-04, an Open Space Residential Development application by Albert W. Patnott Jr. for 62-72 and 76-78 Hollis Street, with plans drawn by Whitman and Bingham Associates. The board also approved by a 4-0 vote dimensional frontage waivers for lots 6, 9, 10, and 11, allowing frontage as narrow as 40 feet rather than the 75-foot OSRD minimum for lots served by town water and sewer. The project sets aside 60 percent of the roughly 13-acre parcel as open space — above the bylaw's 40 percent floor — with the rear section along the now free-flowing Nissitissit River to be donated to Fish and Wildlife. A conventional nine-lot subdivision of the same parcel would have preserved no open space. The board separately tabled disputed November 30 minutes and continued the BEMAS Estates subdivision hearing to January 4, 2016, pending a written continuance request from attorney Brian Levy on behalf of applicant John J. Lorden.
