Pepperell Planning Board Approves Babin Landscaping Revisions, Flags Scotch Pine Farm Safety Issues

PEPPERELL — November 21, 2022 — Pepperell Planning Board approves Babin Landscaping site revisions, flags safety concerns at Scotch Pine Farm Way. Meeting November 21, the three-member quorum — Chair Al Padron, and members Joan and Tiffany — unanimously accepted minor revisions to the approved site plan for Babin Landscaping at 27-29 Hollis Street, including relocation of a fleet diesel fueling station, addition of a customer propane filling station, and a new building vestibule. The board then spent more than an hour on unresolved conditions at 1-6 Scotch Pine Farm Way, where DPW Director Ken Kalinowski found the as-built common driveway drains onto Elm Street, a ten-plus-foot edge drop poses a hazard, and the driveway for unit 6 lies outside its recorded easement. Fire Chief Brian Boardman reported no structural engineering certification has been received confirming the site's culvert can support the Fire Department's 40-ton ladder truck, which engineer Jack Wisniewski of J.E. Wisniewski LLC offered to personally inspect and certify. The board directed developer Jeff Chabot and Wisniewski to submit a remediation schedule by December 2, and continued the as-built review and a public hearing on revised planning board rules and regulations to the December 5 meeting.
