Pepperell Planning Board approves definitive subdivision decision for 13-lot Hollis Street project
PEPPERELL — March 21, 2016 — Pepperell Planning Board approves definitive subdivision decision for 13-lot open space development on Hollis Street. The board voted unanimously Monday to close the public hearing and approve the decision for an Open Space Residential Development application filed by Albert Pattenow, a Planning Board member who recused himself from all deliberations. The project, located at 68-72 and 76-78 Hollis Street in the Rural Residential Zoning District, would create 13 single-family lots with more than 60 percent of the site preserved as conservation open space, with lots 12 and 13 targeted for transfer to Massachusetts Fish and Wildlife. The board worked through roughly 30 comments from DPW Director Ken Kalinowski, as well as letters from the Conservation Commission, Board of Health, and Highway Department, most of which arrived only days before the hearing. Rather than issuing individual waivers for each conflict between conventional subdivision regulations and the project's low-impact development drainage design, the board agreed to add a finding to the decision referencing the OSRD bylaw's LID provision. Plan signing was deferred to the April 4 meeting, which starts a 20-day appeal clock from the date the decision is filed with the town clerk.
