Pepperell Planning Board Approves Domino's Parking Expansion With Seven Conditions
PEPPERELL — March 7, 2022 — Pepperell Planning Board unanimously approves Domino's parking reconfiguration and debates affordable housing fee structure ahead of Town Meeting deadline. The board voted 5-0 Monday to grant minor site plan approval for Domino's Pizza at 116 Main Street, allowing four new employee parking spaces and relocation of a light pole, subject to conditions including a maximum 14-foot fixture height, native plantings of at least two feet along the Cottage Street boundary, and a requirement that any future conversion from a pickup-only to an order-and-pickup drive-through trigger a new site plan review. Property owner Keith Bell and engineer Stephen Mayer of Alan Major Associates presented the plan, which also removes roughly 84 square feet of impervious pavement near the Cottage and Mill Street intersection. In a separate 5-0 vote, the board approved homeowners documents for Econola Estates at 17 and 19B Tucker Street. The board then spent more than an hour debating a proposed inclusionary zoning bylaw, with member Al arguing that a $40,000 fee in lieu on a single market-rate unit — calculated at 20 percent of the DHCD qualified allocation plan limit of roughly $199,000 — would push developers to neighboring Groton and Dunstable; the board asked Town Planner Jenny and Affordable Housing Committee liaison Laura Woodward to prepare three theoretical cost scenarios before the March 21 meeting, the last date the board can revise numbers before the article must be published for Town Meeting.
