Pepperell Planning Board Approves Two-Family Home Permit for Tucker Avenue

PEPPERELL — October 7, 2019 — Pepperell Planning Board unanimously approves special permit for two-family home on Tucker Avenue. The board voted Monday to allow Hills Brothers Construction to demolish a mobile home at 15 Tucker Avenue and build a two-unit residential structure in its place, with conditions requiring connection to town water and sewer, downward-facing shielded exterior lighting, and drainage calculations demonstrating no adverse runoff impact on neighbors. Engineer Seth Donahue of Ducharme Mandela Civil Design Group, representing owner John Hills, described each unit as approximately 1,400 square feet with two bedrooms, individual garages, and two off-street parking spaces, calling the design "remarkably similar to a single-family home." The board also accepted the withdrawal of a separate assisted living special permit application at 42–46 Mill Street, after applicants Doug and Michelle Wright wrote that the project's "cause and scope" had grown "too big for us to finance." In other business, the board's master plan committee chair expressed frustration that only three of the full committee's members had submitted priority input ahead of a September 27 deadline, warning that the NMCOG planning contract expires in December with just two committee meetings remaining.
