Pepperell Planning Board Approves Two Special Permits at July 10 Meeting

PEPPERELL — July 10, 2017 — Pepperell Planning Board unanimously approved two special permits and endorsed a four-lot ANR subdivision at its July 10, 2017 meeting, while deferring an associate member appointment after the board split without a quorum of its full membership. The board endorsed an 82-acre ANR plan on Pierce Street presented by Keith Murray of Cornerstone Engineering, creating four lots with a 48-foot-wide common driveway easement, and set August 23 as the public hearing date for a related common driveway permit. John M. Paris of 3 James Circle received a special permit to convert his single-family home to a two-family dwelling, with conditions from the fire department, Board of Health, and Highway Superintendent Peter Shattuck requiring detector upgrades, sewer tie-in, and a paved driveway apron. Daniel O'Brien of 13 Hill Street won approval for a common driveway special permit to create one rear lot on his 5.3-acre parcel, with all nine DPW Director Ken Kalinowski comments incorporated as conditions and two Water Department waivers granted to route a 450-foot water service through a wetland-constrained easement. Abutter Ron Naimo raised stormwater runoff concerns about paving near Sucker Brook; Town Planner Steve Parker directed him to the Conservation Commission's concurrent hearing the following evening. With member Rick absent and the board evenly divided between contractor-and-former-board-member Albert and former Selectman Steve Thamelis for the associate member seat, the board agreed to invite both candidates to present before the Board of Selectmen at their August meeting for a joint appointment vote.
