Pepperell Planning Board closes OSRD hearing, bonds Reedy Meadows subdivision at $380,543

PEPPERELL — November 9, 2015 — Pepperell Planning Board closes two-year-old OSRD public hearing and sets Reedy Meadows subdivision bond at $380,543.55. The board voted unanimously Monday to formally close its hearing on the Open Space Residential Development bylaw, with members indicating they intend to bring a revised version to spring Annual Town Meeting after briefing the Conservation Commission, Board of Health, Department of Public Works, and Agricultural Commission individually in the coming months. The board also approved a $380,543.55 bond for the Reedy Meadows subdivision on Crawford Way — a figure derived from Mass Highway District 3 average weighted bid prices and reduced by a $10,200 credit already on deposit — and accepted a minor plan change lowering the interior end of the Sharon Lane common drive by two feet to reduce fill. A lengthy closed-door discussion addressed an ethics commission complaint filed against one board member over his vote on the Accessory Apartment bylaw and a separate dispute over the Select Board's denial of the planning board's warrant article; the board directed member Rick McHugh to draft a formal written request to Town Counsel asking whether the Select Board has legal authority to exclude a timely, non-illegal planning board petition from the town meeting warrant.
