Pepperell Planning Board continues Dunkin' Donuts hearing to December 19

PEPPERELL — November 21, 2016 — Pepperell Planning Board continues Dunkin' Donuts site-plan hearing and advances draft open space development rules. The board voted unanimously at its November 21 meeting to continue a site-plan and special-permit hearing for Catalato Companies — which is proposing to relocate a Dunkin' Donuts to 61 and 63 Main Street in the commercial zoning district — to December 19, 2016, after the applicant said it had not finished its Conservation Commission review. OSRD consultant Mark Archambault then led the board through two sets of unresolved questions in draft open space residential development regulations: how long each town department should have to comment on applications (no more than 30 days for the Conservation Commission, 21 days for full-time departments, with all departments receiving materials simultaneously) and whether OSRD road, sidewalk, drainage, and utility standards should differ from conventional subdivision rules. The board agreed sidewalks should be conditional rather than automatic, that underground utility requirements in the existing subdivision regulations should carry over, and that Archambault should consult DPW Director Ken Kalinowski on road and drainage specifics before the next session.
