Pepperell Planning Board continues Land West hearing, approves Webb Drive driveway changes
PEPPERELL — June 4, 2018 — Pepperell Planning Board continues 110 South Road open space hearing and approves shared driveway changes. The board voted unanimously at its June 4 meeting to continue the public hearing on an Open Space Residential Development special permit for 110 South Road to June 18 at 7:15 p.m., after applicant Beale Associates submitted a large packet of materials the preceding Friday. The board also unanimously approved modifications to the common driveway plan for 1 and 2 Webb Drive — named for Korean War veteran Sergeant Everett P. McSway — subject to a red-lined drawing showing a relocated emergency parking area and a clarifying sketch addressing an unlabeled electrical easement on the plan. In a lengthy policy discussion, a board member distributed page four of the Massachusetts Stormwater Handbook and argued Pepperell's subdivision regulations conflict with state-mandated low-impact development requirements, noting the town is operating on expired stormwater compliance waivers. The board identified common driveway construction standards — including minimum widths and emergency turnaround dimensions — as a summer project, with plans to consult the fire department and DPW before drafting proposed regulation changes.
