Pepperell Planning Board Continues Nashua Road Storage Permit to December 16

PEPPERELL — November 18, 2024 — Pepperell Planning Board defers contractor storage permit and opens zoning use-table hearing. The board voted 5-0 at its November 18 meeting to continue deliberation on a special permit, major site plan review, and land disturbance permit for a proposed contractor vehicle storage operation at 147 Nashua Road — OpenGov records PBSP-24-5, MAJ-24-2, and LDP-24-2 — to December 16 after Town Planner Jason Sousa disclosed the applicant intends to defer construction of the planned office building by up to two years, triggering unresolved questions about phasing, portable sanitary facilities, and a monitoring condition that had been written to trigger at certificate-of-occupancy issuance. Applicant attorney Kenneth Lania of Cornerstone confirmed the phasing plan, telling the board the owner would pave the full site in phase one and build the structure "when he has the ability to afford" it. The board also opened a first public hearing on a proposed update to the town's table of principal uses, with Sousa cautioning that he has not yet verified whether state law requires certain special permit granting authority to remain with the Select Board rather than transferring to the Planning Board. Separately, the board unanimously approved an approval-not-required lot line adjustment at 2 and 4 Old Farm Lane to consolidate a paddock within one parcel and preserve five-acre right-to-farm status, and voted to recommend Chair Al Baldasaro to fill a vacant Community Preservation Committee seat.
