Pepperell Planning Board Continues Scotch Pine Farm Permits, Endorses Two Plans

PEPPERELL — March 15, 2021 — Pepperell Planning Board continued two special permit applications for two-family duplexes on Scotch Pine Farm Way and unanimously endorsed site plans for two other projects at its March 15 remote meeting. The board voted to push hearings for 4 and 6 Scotch Pine Farm Way — sought by applicants Michael and Donna Quintal and developer Jeffrey Charbo — to April 5, directing engineer Jack Wisniewski to revise plans in response to written comments from Town Planner Lisa Davis, Assessor Maureen Bulger, Town Engineer Ken Kalinowski, Conservation Administrator Paula Tarassi, and District Sanitary Engineer Kayleen Gendron, which collectively identified concerns about steep rear-yard drainage toward foundations, an unmarked emergency driveway detail, addressing discrepancies in the master deed, and the applicant's missing signature on the application. The board also unanimously endorsed a revised site plan for Umma Flowers at 2 Tarbell Street, which added vertical granite curbing along the rail trail boundary per a prior approval condition, and separately endorsed the Robinson Hollow subdivision plan set, deferring covenant signing to April 5 pending board review of the language.
