Pepperell Planning Board Continues Tucker Street Multifamily Permit Hearing to August 22

PEPPERELL — August 1, 2016 — Pepperell Planning Board continues Tucker Street multifamily hearing, orders drainage and design revisions before vote. The board unanimously continued Special Permit 2016-02, filed by applicant Lisa Small for a three-unit multifamily development at 26 Tucker Street, to August 22 after engineer Kenneth Alania of Cornerstone Land Consultants presented a site plan that DPW Director Ken Kalinowski flagged in a 12-point review memo, citing missing pre-development drainage calculations, an undersized driveway, no vehicle turnaround for the rearmost unit, and a leaching basin potentially below the seasonal high water table. Board member Al Patnaud recommended simplifying the stormwater design — eliminating surface infiltration strips and connecting roof drains directly to the detention basin — to resolve most of Kalinowski's comments. Abutter Rhonda Hebert of 3C Tucker Park told the board, "We got a limited amount of privacy as it is — our privacy goes to nothing." The developer faces a hard deadline: Highway Superintendent Peter Shattuck warned that Tucker Street will carry a five-year no-dig moratorium once paving, scheduled for the end of August, is complete.
