Pepperell Planning Board Endorses Mill Street ANR, Extends Lapsed Caregiver Special Permit

PEPPERELL — September 23, 2019 — Pepperell Planning Board unanimously endorses Mill Street land plan and grants expired caregiver permit extension. The board endorsed an Approval Not Required plan for 4246 Mill Street, a parcel previously associated with an assisted living proposal, after completing its standard checklist review. It also unanimously extended a lapsed special permit for an accessory addition at 3 James Circle, after the applicant explained that her father's dementia diagnosis had halted the project two years ago and he is now in full-time nursing care. Following a 6 p.m. site walk at Reedy Meadows Circle, members catalogued a list of subdivision deficiencies including clogged drains, unfinished pavement, broken curbing, and dead trees, telling the developer he faces a November 1 deadline for drainage repairs or further board action. The board also received a nine-page draft outdoor lighting bylaw from the town's lighting committee, delivered the previous afternoon, and scheduled it for continued discussion at its October 7 meeting with a target of Spring Town Meeting.
