Pepperell Planning Board endorses Mount Lebanon parcel split, flags dog-training permit concerns

PEPPERELL — June 5, 2017 — Pepperell Planning Board endorses a parcel split at 72 Mount Lebanon Street and raises zoning concerns about two dog-training permit applications referred by the Board of Selectmen. The board unanimously approved a plan dividing David Stone's Mount Lebanon Street property into four parcels for conveyance to abutters, presented by Keith Murray of Cornerstone Engineering, after confirming all checklist requirements were met. On a referral for Lisa and Peter Forbes's proposed one-hour dog-training classes at 4 Hotel Place — a 0.287-acre commercial lot — members cautioned the Selectmen against issuing a commercial kennel license, warning it would confer boarding rights the applicants say they do not want but could later invoke; the board suggested the Forbes application be reframed as a dog-training facility rather than a commercial kennel. A second kennel referral, for Operation Delta Dog's service-dog rescue and training program at the roughly 10-acre Pepperell Place, drew no objection. The board also set a July 10 public hearing on a common-drive special permit for Daniel O'Brien's 13 Heald Street parcel, a 5.3-acre lot where wetlands limit rear-lot access to an improved shared driveway.
