Pepperell Planning Board Recommends Emerson Village Road Acceptance With 10 Conditions

PEPPERELL — October 3, 2016 — Pepperell Planning Board unanimously recommends Emerson Village road acceptance, with conditions. The board voted Monday to forward the Emerson Village road layout to the Board of Selectmen with a 10-item punch list of conditions, the most contentious of which is a vinyl fence erected by a Fairchild Road homeowner that encroaches roughly three feet into what will become the public right-of-way and also violates the town's 20-foot zoning setback standard for fences near public ways. Town Engineer Ken Ferreira, presenting alongside Edgestone representatives Dave Petropoulos and Adam Costa, said most punch list items — including trimming white pines, placing rip rap at stormwater basin outfalls, and setting stop signs in concrete — would be resolved within one to two weeks. Ferreira said he had sent the encroaching homeowner a notice of violation and that the selectmen retain authority to condition the final road transfer, still months away, on full resolution. The selectmen held their own layout hearing the same evening; if they vote to lay out the road, the article goes to fall town meeting.
