Pepperell Planning Board Sets $5,000 Bond for Sharon Lane Common Driveway

PEPPERELL — December 19, 2022 — Pepperell Planning Board sets $5,000 performance bond for Sharon Lane common driveway at year's final session. Meeting with only three of five members present on December 19, Chair Al Padnaud led the board in rejecting Town Engineer Ken Kalinowski's recommended $2,500 post-completion security as insufficient, with Padnaud arguing that near-six-dollar diesel prices alone would consume a third of that amount. The board unanimously set the bond at $5,000 with a June 1, 2023, deadline for completing grading, two-foot gravel shoulders, loam, seeding, and private way signage, with applicant representative Jeff Hannaford confirming a declaration of covenants for the common driveway had been recorded. The board also continued public hearings on the Scotch Pine Farmway as-built review and the adoption of revised Planning Board rules and regulations to January 17, and Padnaud announced the resignation of member Joyce Morrow, with a 10-day vacancy advertisement to begin December 20.
