Pepperell Planning Board Unanimously Approves Two Scotch Pine Farmway Duplex Permits

PEPPERELL — April 5, 2021 — Pepperell Planning Board grants special permits for two Scotch Pine Farmway duplexes. The board voted unanimously Monday to approve permits for two-family residences at 4 and 6 Scotch Pine Farmway, submitted by applicants Michael Quintal and Donna Quintal, after engineer Jack Visniewski presented revised plans addressing fire access, culvert load-bearing capacity, wetland buffer snow storage restrictions, and foundation drainage. Fire Chief Brian Bornman submitted written approval of the updated design, which adds a 12-by-45-foot turnaround for a 40-ton ladder truck and a structural engineer requirement for culvert fill. Both permits carry conditions including homeowners association responsibility for any future culvert failure and planner review of architectural elevations. The board also unanimously approved subdivision covenants for the Robinson Hollow development and deferred a vote on recommending the town's draft stormwater bylaw until its April 20 meeting, pending confirmation that no further changes to the document are planned.
