Pepperell Select Board Approves 250th Liquor License, Flag Policy, and Marijuana Equity Rule

PEPPERELL — August 13, 2025 — Pepperell Select Board approves 250th celebration liquor license, flag policy revision, and marijuana social equity regulation authorization at August 13 meeting. The board unanimously approved a one-day liquor license for the Nashoba Club's RJ Julian to serve alcohol in a fenced enclosure at McNab Field on August 23 from 3 p.m. to 10 p.m. during the town's 250th anniversary fundraiser, after Town Administrator Andrew Falcone confirmed the Police Department had reviewed and approved the plan. The board also adopted a third revision of its flag policy, clarifying that the Select Board controls the liberty pole and the McNab Field unity poles while building managers govern flags at their own facilities, and authorized Falcone and KP Law attorney Nicole Costanza to draft a cannabis social equity regulation required under MGL Chapter 94G after the state notified Pepperell it was out of compliance — the town collected $207,000 in marijuana sales tax in fiscal year 2025 from its two retail operators. Falcone disclosed he had laid off one employee this week to address a fiscal year 2026 deficit and warned further reductions may follow, with a special town meeting to address the budget set for November 3.
