Pepperell Select Board Approves Trailer Dealer License for Long-Vacant Lomar Park Site

PEPPERELL — September 10, 2025 — Pepperell Select Board unanimously licenses trailer dealer for long-vacant Lomar Park site and hears debut of digital budget transparency tool. The board voted 3-0 Wednesday to grant a Class One motor vehicle dealer license to Ray Simon for JP Rivard Trailer Sales at 30 Lomar Park, the former Borman Brothers trucking property that has sat largely empty for several years. Company representative Chuck said the firm, in business nearly 30 years with about 14 employees, needs the license to sell new trailers and purchase used equipment at wholesale auctions. Property owners Lori and John Masiello of Hollis, New Hampshire, called JP Rivard's interest "a permanency" they had struggled to find since selling their prior business. Town Accountant Sandy Cupcho then presented ClearGov, a digital budgeting platform now live on the town website showing budget-versus-actual data back to fiscal year 2023, with a full operational budgeting rollout targeting the fiscal year 2027 cycle. Separately, Town Administrator Andrew Charbonneau read a commendation from Groton Fire Chief Art Cheeks praising Pepperell crews' response to a fatal traffic accident near Town Hall, saying the department's incoming chief "is inheriting a great group of people who care for the community."
