Foxborough Finance Committee Clears 19-Article Warrant Ahead of May 11 Town Meeting

PEPPERELL — April 27, 2026 — Foxborough Finance Committee reviews 19-article warrant ahead of May 11 town meeting. Staff walked committee members through a $106,442,430 operating budget reflecting a 4.01 percent increase, a $1 million free-cash request for a Taylor Elementary School feasibility study required by the Massachusetts School Building Authority, and a proposed Neponset Avenue Overlay District that would allow mixed residential and commercial development on five parcels currently zoned general industrial. Planning official Catherine explained that a town-meeting amendment would allow Parcel A to accommodate single-family homes on 8,000-square-foot lots and commercial uses, and noted that without the overlay "you can expect a lot of things like contractor bays, a gas station" given current market conditions. The warrant also includes a full rewrite of the earth removal bylaw shifting permitting from the Select Board to the Planning Board, three new all-alcohol licenses for the uptown area, and a proposal to shrink the Advisory Committee from 15 members to 11 to ease quorum requirements. The Advisory Committee voted to support all articles from 4 through 19.
