Pepperell Finance Committee clears year-end transfers, centralizes utility accounts

Pepperell Finance Committee votes to eliminate FY2026 departmental deficits and consolidate utility accounts. Meeting with only two of three members present, the committee voted unanimously Tuesday on both items brought by Town Accountant Sandy Cutrow, who said state law prohibits any municipal department from carrying a deficit at fiscal year-end. Cutrow presented a preliminary transfer schedule moving surplus funds between departments, with the health and disability insurance account showing the largest surplus at $164,444, of which $46,000 was redirected to cover an overrun in unemployment compensation insurance; final figures will be set once two remaining FY2026 warrants are paid before the July 15 deadline.

The committee also approved consolidating individual departmental electricity and gas line items, covering departments including the Council on Aging, police, recreation, fire, and town hall, into a single town facilities account for FY2027, a change Cutrow said will give the town a clearer picture of total energy spending as utility costs are expected to rise.
