Littleton Board of Health Elects Kevin Baker Chair, Advances Private Well Rules

PEPPERELL -- June 11, 2026, Littleton Board of Health unanimously elected Kevin Baker as chair and reorganized its full leadership slate at its June 10 meeting. Dan Kane was elected vice chair and Libby Donegan was elected secretary, both by 5-0 roll-call votes, with outgoing Chair Kevin Davis stepping aside after presiding over the elections. The board spent the bulk of the meeting working through draft private well water-quality regulations, agreeing to add volatile organic compound testing alongside existing PFAS requirements, at an estimated added cost of $100 to $250 every three to five years for VOC testing alone, with full PFAS panels exceeding $1,000, while debating whether "recommendation" language belongs inside enforceable regulations at all. Baker argued that "regulations are thou shall or thou shall not, saying you should do something is not a regulation." Donegan raised a late concern about a proposed liquefied natural gas facility at a Kimball's-associated site, noting the health department and Select Board both had no prior knowledge of a previous LNG installation at 550 King Street that operated for two to three years; the board agreed to add the LNG facility to its June 24 agenda ahead of a Planning Board public hearing on July 9.
