PEPPERELL -- Pepperell's Capital Program Committee, meeting Sept. 28, discussed how to frame roughly $25 million in deferred municipal maintenance needs for an upcoming town meeting information session, and the recreation department's fields and courts came up as a test case.
TOWN -- One committee member said he'd had a conversation "recorded on recreation" about the master plan for the town's fields and courts, pushing back on a characterization that the plan was now irrelevant. "It's not irrelevant, it's a three to five year implementation plan, but you have to spend three, five years investing money in there, it doesn't go away," he said, adding that capital plans like it are "living documents" that get added to each year with little ever completed. The committee did not detail specific field or court projects or costs during the discussion, and is preparing materials for an Oct. 20 town meeting information session.
