Pepperell Planning Board Approves Four Land Plans, Accepts Special Permit Withdrawal

PEPPERELL — November 27, 2017 — Pepperell Planning Board endorsed four Approval Not Required land plans and accepted a special permit withdrawal at its November 27 meeting, then closed with a sharp dispute over the town's master plan process. The board unanimously approved ANR plans for parcels at 105-107 Mount Lebanon Street, Dow Street, 126 Chestnut Street, and voted to continue a Pierce Street plan to December 11 pending minor revisions. It also approved a major site plan for William Murphy's auto clinic at the corner of Mill Street and Nashville Road, where engineer Jack Duzniewski of Conestoga Land Consultants presented a proposal to add three service bays, connect to town sewer, and expand drainage capacity. A special permit application for 25-33 Pierce Street was withdrawn without prejudice by Cornerstone Land Consultants on behalf of applicant Peter Montesanti, citing a land sale. The board voted to extend Lisa Small's special permit at 26 Tucker Street for one year and continued her driveway field-change request to December 11. The meeting's most pointed exchange came when members disputed whether a colleague should have disclosed his independent application to a new master plan advisory committee, with one member charging, "Your actions speak louder than your words," and another responding that the accusation was "completely off base."
