Pepperell Planning Board Approves Nashville Road Duplex With One Condition

PEPPERELL — July 21, 2025 — Pepperell Planning Board approved a duplex permit and deferred a zoning overhaul to August 4. The board, meeting July 21 with three members and one associate sitting as a full voting member, unanimously granted special permit PBSP-25-2 allowing a two-family dwelling at 24 Nashville Road, with the sole condition that a driveway encroachment on the left side of the property be resolved through relocation or a recorded easement before any certificate of occupancy is issued; engineer Doug Lees of Land Engineering and Environmental Services represented applicant Kathy Kress. Town Planner Jason reported that the town has received one incomplete 40B affordable-housing submittal dated July 3 and expects a second from the Woodland Ridge group on Orion Road within three to four weeks, putting two active 40B applications before the Zoning Board of Appeals within roughly a month. The board also received a briefing on a Bemis Road solar project whose applicant is seeking a contingent building permit to unlock financing, with Jason saying he would circulate a proposal by email before the August 4 meeting.
