Pepperell Planning Board Moves to Consolidate Duplicative Subdivision and Stormwater Rules

PEPPERELL — October 20, 2025 — Pepperell Planning Board begins formal effort to align subdivision rules with 2022 stormwater bylaw. Town Planner Jason presented a color-coded analysis of both documents at the October 20 meeting, identifying five sections — drainage, erosion control, operation and maintenance, as-built plans, and fees and surety — where the two documents substantially duplicate each other. The board directed Jason to produce a draft with cross-references and consolidated language before the November 17 meeting, coordinating with the Department of Public Works and Conservation Commission. Separately, the board settled on requesting a closeout letter from the engineer of record for the 1A Auto commercial development to resolve a lingering abutter dispute over exterior lighting, with Jason planning to contact the owner's representative the following day. "Once you start making people do things that aren't legally required, bad things happen," Jason told the board in explaining why the town cannot compel a photometric as-built plan from the developer.
