Pepperell Planning Board reviews half of draft subdivision rules

Pepperell Planning Board works through half of a draft subdivision rules rewrite, taking no votes. Chair Al Batnod led members David Ganong and Sandy Hartnett, seated as a full voting member, through sections six to eight of the 49-page draft, reaching page 26 before adjourning at 7:48 p.m. Members flagged a conflict between subdivision rules and the town's open space design process, proposed requiring easement restrictions be recorded on abutting deeds after a developer disturbed a stormwater retention area, and revisited a standing fight between the Department of Public Works, which "does not want street trees," and other town bodies that do.
Members also recalled a $15 state fine for disturbing a stone wall, calling it "nothing." The board picks up at dead-end street standards, with 22 pages remaining, at its August 3 meeting.
