Pepperell Select Board Approves Special Town Meeting Warrant, Targets Stabilization for Vault Repair

PEPPERELL — October 3, 2012 — Pepperell Select Board approves special town meeting warrant and plans $40,000 stabilization draw for town hall vault roof. The board voted unanimously Wednesday to adopt the amended warrant for the October 29, 2012 special town meeting, removing Articles 9 and 10 and adding Article 15 covering a treasurer staffing position. With total spending needs of approximately $181,000 against roughly $163,000 in available non-stabilization funds, members settled on funding the full $40,000 town hall vault roof repair from the stabilization fund — which held $629,686 — as a standalone article requiring a two-thirds town meeting vote. The town had submitted a free cash figure of $1,257,000 to the state, described as $100,000 to $200,000 higher than the prior year, with the intention of replenishing stabilization afterward. In new business, a board member reported that the North Middlesex Regional High School district was set to sign a contract the following day with Heery of Burlington as owner's project manager for the $940,000 regional feasibility study, with a schematic design targeted for fall 2013 town meeting.
