Pepperell Selectmen Adopt Five-Year Financial Plan, Appoint Three Auxiliary Officers

PEPPERELL — November 23, 2015 — Pepperell selectmen adopted a five-year financial plan and made five committee and board appointments at their November 23 pre-Thanksgiving meeting. Town Administrator Mark Green presented the FY 2017–2021 revenue and expenditure plan, currently balanced to $29,190 before department requests, and the board voted unanimously to adopt it under the authority of Article 6, Section 3 of the town charter, with Melissa Nantakis moving the adoption. The board also unanimously approved a National Grid petition to install eight 40-foot poles on Lakin Street to restore power to a single vacant property, with Nantakis recusing herself. Three auxiliary police candidates — Neil Naskalenko, Corey Hopkins, and Jesse Reed — were appointed after a review by Emergency Management Agency Chair David Kersey and Sergeant Nick Parker; Reed, a Reserve Academy graduate, enters at the armed Tier 1 level while Naskalenko and Hopkins will begin as Tier 2 officers pending academy completion. The board seated Marianne Kocher and Taya Dixon-Mulain on the Finance Committee for terms expiring June 30, 2016, reappointed Alan Leo to the Pepperell Public Access Cable Corporation Board of Directors through November 2018, accepted three resignations, and recommended a $5,000 reserve fund transfer for legal costs tied to ongoing AFSCME contract negotiations.
