Pepperell Selectmen Approve Generator Funds, Scout Memorial Study, and October Town Meeting

PEPPERELL — August 27, 2018 — Pepperell selectmen approved a $24,000 reserve transfer for a new police station generator and voted to revive a three-year-stalled study for a Boy Scout memorial honoring the late Joseph Rico at the town rotary. Chair William Nutter and the board unanimously authorized Town Administrator John Moak to request the funds from the Finance Committee's reserve account, which will sit at roughly $46,000 after the transfer, to replace an aging generator that has failed multiple times in recent storms. The board also voted unanimously to restart the site study for the Rico memorial after parents Taryn and Michael Rico appeared to recount a years-long process that began with a unanimous 2015 selectmen vote dedicating the rotary to their son, an Eagle Scout who died of leukemia at 21, but produced no monument. A temporary trailer extension for a resident at 17 and a half West Street was denied 2-0 with one abstention, citing the Board of Health's separate August 7 order requiring removal by August 31. The board set a Special Town Meeting for October 1, 2018, and accepted a 489-signature citizen petition — more than double the required 200 — opposing a soil management project at 161 National Road.
