Pepperell Selectmen Certify $1.185 Million in Free Cash, Enter Executive Session

PEPPERELL — August 13, 2018 — Pepperell Selectmen certified $1.185 million in free cash and voted to enter executive session over a disputed property at 161 National Road. The town administrator reported Monday that Pepperell was the fourth municipality in the state to achieve free cash certification for the fiscal year — the fourth consecutive August the town has hit that benchmark — with the balance down from roughly $1.8 million the prior year after approximately $1 million was appropriated at Town Meeting. A board member confirmed the free cash would not be applied to a ladder truck purchase. One resident, David Labrador, raised a communication tied to a prior Board of Selectmen meeting at the Senior Center where the board had been unable to enter executive session, with the chair indicating those matters would be addressed in closed session. The board approved minutes from June 25, July 23, and July 30 — the July 23 vote with one abstention — then entered executive session citing MGL Chapter 30A, Section 21A, Purpose 7 and did not reconvene publicly.
