Pepperell Selectmen Defer Tech School Appointment, Approve Carnival License and New Board Member

PEPPERELL — March 24, 2014 — Pepperell selectmen deferred a key school committee reappointment and approved a spring carnival license at their March 24 meeting. The board was unable to act on Sandra Proctor's reappointment to the Nashoba Valley Technical High School School Committee because Town Moderator Scott Blackburn, who chairs the joint appointing committee, was absent; the appointment expires March 31, before the board's next regular meeting on April 14, putting the seat at risk of lapsing ahead of the School Committee's April 8 reorganization. Town Administrator John Moak reported that dispatch operations at the public safety facility are set to return from a state 9-1-1 mobile trailer by March 31, with heating system bids still pending at an estimated $47,000 to $55,000. Moak also presented a multi-year budget projection showing a proposed one-million-dollar Proposition 2½ override would generate approximately $1.2 million for equipment, vehicle, and building needs through FY17 — with the town remaining in deficit each subsequent year without it. The board unanimously appointed Penny J. Evans to the Personnel Board through June 30, 2015, referred a deed-in-lieu tax request for 7 Dartmouth Lane to town counsel, and approved a Sunday entertainment license for the Fourth of July Committee's May 18 spring carnival, a key fundraiser toward the committee's $32,000 parade budget with $16,000 still to raise.
