Pepperell Selectmen Renew Licenses, Sign $5 Million Clean Water Trust Loan Papers

PEPPERELL — December 17, 2018 — Pepperell Selectmen renew dozens of annual business licenses and sign documents for a $5 million interest-free water project loan. At the December 17 meeting, the board voted unanimously to renew common victualer, lodging house, auto dealer, entertainment, and alcohol licenses for more than 30 local businesses and organizations, with Cumberland Farms, Bogustow Farm, and CNS Pizza flagged as having outstanding taxes or fees before licenses can be issued. Town Treasurer Debbie Nutt presented loan documents for a Massachusetts Clean Water Trust State Revolving Fund borrowing — approved at Town Meeting at up to $5 million — explaining the fund "provides interest-free interim financing" until the DPW water project is complete. The board also heard that special counsel will not draft a letter opposing the 161 soil reclamation project until the developer submits a revised proposal, which the applicant says will not happen before a January 16 appeal hearing on the building inspector's decision.
