Pepperell Selectmen Set March 10 Special Town Meeting for $89 Million High School Vote

PEPPERELL — January 27, 2014 — Pepperell Selectmen schedule March 10 special town meeting for $89 million regional high school borrowing vote. The Board voted unanimously Monday to call the meeting at the request of the North Middlesex Regional School District building committee, which needs all three member towns — Pepperell, Townsend, and Ashby — to authorize borrowing for a new school to be located at 19 Main Street in Townsend. The total project cost is $89,084,937, including $940,000 in feasibility study expenses already incurred; a two-thirds supermajority at town meeting is required, and the borrowing is contingent on a successful debt exclusion at the April 28 annual town election. Town Administrator John Moak also updated the Board on the Public Safety Complex mold remediation, projecting costs of $175,000 to $190,000 with a potential ceiling of $210,000, and a funding vote set for a February 3 special town meeting requiring at least 75 residents for quorum. Separately, the Board denied a special permit for Heavy Motors LLC after the applicant failed to appear, and voted to find no proof of violation in a liquor law hearing against the Tea Cafe, whose attorney had requested a continuance.
