Pepperell Selectmen Unanimously Back All 11 Special Town Meeting Warrant Articles

PEPPERELL — October 7, 2019 — Pepperell selectmen unanimously recommended all 11 articles on the October 21 special town meeting warrant and filled two board vacancies at their October 7 meeting. The board approved the entertainment license for Lazy Bubble LLC at a prorated cost of $22, accepted the resignation of Board of Assessors Chairman Michael T. Coffey after more than 30 years of service, appointed Joan Laddick to the Historical Commission through June 2020, and appointed Harvey Cerise to the Council on Aging through June 2022. Light, Air and Noise Bylaw Committee Vice Chair Cheryl Rosoff and committee member Cerise presented the draft noise control bylaw — one of the 11 warrant articles — telling the board the 12-member committee voted unanimously to advance it, framing it as a proactive local control measure in part inspired by the town's experience with the Kinder Morgan pipeline proposal. Town Administrator Andrew McLean reported that bids for the Peter Fitzpatrick Building heating system repair are due October 16, with funding to be sought at town meeting, and that a public-private management contract for the building is expected to reach the board for a recommendation by October 28.
