Pepperell Water Plant Project Wins Spot in State Low-Interest Loan Program

PEPPERELL — March 25, 2019 — Pepperell learns its $7 million Bemis Water Treatment Plant project qualifies for low-cost state financing. The Board of Selectmen received a letter at its March 25 meeting from Massachusetts Clean Water Trust Executive Director Susan Perez confirming the project's addition to the 2019 Intended Use Plan, which opens the door to State Revolving Fund financing projected to save the town $1,558,087. The trust, which has issued $7.3 billion in loans to nearly 300 communities since 1989, offers construction financing at zero percent interest with no fees. The water department will take the lead on next steps, beginning with a borrower conference at the MassDEP Central Regional Office on April 19. The board also unanimously accepted minutes from its February 25, March 11, and March 18 meetings.
