Conservation Commission approves order of conditions for Mill Street two-family, ADU project

PEPPERELL — June 16, 2026 — Pepperell Conservation Commission unanimously cleared two pending wetland cases at its June 16 meeting. The board issued an order of conditions for a proposed two-family house with two accessory dwelling units at 45-47 Mill Street after the applicant satisfied two outstanding Massachusetts Department of Environmental Protection requests — a Natural Heritage Program letter on endangered species habitat and an engineer's letter on roof infiltration chamber design. The commission also issued a certificate of compliance for Chamberlain Way, closing a remediation case that began more than three years ago when a road serving a small Pierce Street subdivision was found to have been built more than 80 feet into a wetland; Conservation Agent Paula Terrasi reported at least a 75 percent survival rate on replanted wetland vegetation and confirmed the rain garden was constructed to spec. Three other hearings — Lighten Landing 40B, 10 Hillside Street, and a dam application at 2 Blood Street — were all continued to July 14 pending DEP identification numbers. Terrasi also warned the board that Pepperell sits in a Level 3 drought zone and said she planned to notify the Department of Public Works, as that designation typically triggers mandatory outdoor watering restrictions.
