Pepperell Finance Committee backs up-to-$30 million PFAS water plant borrowing for May 4 town meeting. Chair John Lannock told members the original $23 million authorization from 2023 fell short of a design estimate that has climbed to $28 million, prompting the higher request, which will be repaid through water rates rather than property taxes. "We will not borrow more than is needed, of course, but we can't be left short," Lannock said.
The committee also approved the fiscal year 2027 general fund budget, several enterprise funds, $100,000 from free cash to stabilization, and Community Preservation Act funding, all unanimously, while tabling two articles, including a tax-lien policy change, over missing dollar figures or unclear terms. A resident objected to an office building included in the PFAS plant design, calling it an unnecessary expense.
