Pepperell Agricultural Commission sets February 23 hearing on a Board of Health manure rule that could touch 50 barns. Chair Cheryl Rosoff said the panel is reviewing the draft under a 45-day state-law window but has struggled to notify barn owners because their addresses are kept confidential, calling it "really a catch-22 situation." Members Naomi Soden, Eric Piper and Lucy McCain agreed to spread word through Facebook horse-owner groups, posters and local farm supply stores, and to hold weekly sessions February 2, 9 and 16 to draft comments back to the Board of Health. Soden argued the local rule "should still consider Massachusetts law." The commission also heard that Growing Places' cold storage project, backed by a roughly $350,000 state food-security grant, now has an operational 34-foot walk-in freezer.
