Pepperell Conservation Commission approves 115 Hill Street order of conditions after DEP review

PEPPERELL — February 18, 2025 — Pepperell Conservation Commission approves order of conditions for a proposed house and associated structures at 115 Hill Street after resolving a months-long dispute with the state Department of Environmental Protection over stream-crossing design. Project engineer Jack presented a revised plan replacing two side-by-side four-foot culverts with a single open-bottom, full-span box culvert, and swapped a DEP-objected mountain laurel planting for sweet pepper bush at the wetland replication area. The commission also issued a certificate of compliance retiring an earlier, never-commenced order of conditions on the property, allowing both documents to be recorded at the Middlesex South Registry of Deeds in a single trip. A member reported the commission's $50,000 Community Preservation Committee funding request had been approved at the committee level, pending town meeting ratification. The commission canceled its March 4 meeting and confirmed its next session for March 18, when it will hear the Maple Leaf Village expansion and the 6 Mason Street notice of intent.
