Planning Board tables subdivision rules overhaul, focuses on zoning table of uses
PEPPERELL — March 3, 2025 — Pepperell Planning Board unanimously continues its subdivision rules public hearing to a date uncertain, pivoting to a zoning table of uses overhaul. Chair Gal Padnard and Planning Director Jason Keating led the March 3 session, where members agreed that revising the town's table of uses — including potential renaming of zoning districts from labels like "Rural Recreation" to a standard R1/R2/R3 format — must precede further work on the 57-page subdivision regulations document. Keating publicly stated that no zoning changes would be ready for the spring Town Meeting, directly addressing social media speculation. The board also learned that a candidate, Sean Dory, has applied for the seat vacated by former member Brian Keating, with a possible introduction at the March 17 meeting. A dedicated table of uses session is set for March 31, with Keating noting the board holds roughly $90,000 in Chamberlain Way performance bond funds that will not be released before spring runoff season.
