Foxborough Conservation Commission Approves Deck, Amtrak Wetlands Determinations at May Meeting

PEPPERELL — May 18, 2026 — Foxborough Conservation Commission reorganizes leadership and acts on three wetlands cases. The commission elected Bob as chair, Jim Marsh as vice chair, and Rebecca Kelly as clerk at its May 18 meeting, and seated new member Kathleen, known as Kate, in its first meeting since a period of membership turnover. The board issued a negative determination — clearing the way for construction without a full Notice of Intent — for Mark Rivard's deck replacement at 166 Central Street near Robinson Brook, with conditions requiring hand digging and a silt-sock erosion barrier. The commission also issued a positive determination under Section 2A confirming wetland boundary delineations for an Amtrak vegetation management plan renewal, an unusual posture that consultant Thomas Lewis described as "the only time where we want a positive determination." A Notice of Intent for a deck at 10 Grover Lane, where a certifiable vernal pool was recently confirmed, was continued to June 8.
