PEPPERELL — March 20, 2018 — Pepperell Conservation Commission unanimously clears a Hookline Street home addition within 36 feet of an intermittent stream. The commission voted to issue a negative determination — finding no adverse wetland impact — for a proposed addition at 103 Hookline Street that will convert an attached garage into a 21-by-23-foot living room and add a mudroom and workshop. The property's pre-2002 creation date exempted it from the town's local wetlands bylaw, limiting review to state jurisdiction. The homeowner described an upgraded construction method using a 12-inch-thick reinforced concrete foundation wall to contain fill material and protect the delineated wetland boundary 10 feet from the structure's edge. The commission also addressed a separate enforcement matter on Nashua Road, where a fence had been moved to the top of a slope above the Nissitissit River on a property with a prior enforcement order dating back roughly 15 years; staff confirmed the property owner had received a certified enforcement notice the day of the meeting.
