Pepperell Conservation Commission Issues Order of Conditions for Former Conway Chevrolet Site

PEPPERELL — August 18, 2020 — Pepperell Conservation Commission approves Order of Conditions for former car dealership site with spill-plan mandate. The commission voted unanimously at its August 18 meeting to issue an Order of Conditions for the former Conway Chevrolet dealership at 23-29 Hall Street, where Babin Landscaping plans a retail landscaping operation, contingent on the submission of a revised Operations and Maintenance manual that includes a written fuel-spill response procedure before any construction begins. Engineer Jack Visniewski presented revisions including a new strip drain, deep-sump catch basins relocated outside the 50-foot Outstanding Resource Water buffer, and an extended level spreader for 100-year storm overflow. Commissioner Tim pressed for on-site spill materials and employee training, saying "if there isn't a plan or if there isn't material and if there isn't training, then we're asking for a problem — and we've seen that in our town before." The commission also accepted a Blanding's turtle protection plan for the Robinson Hollow subdivision on South Road — already approved by Natural Heritage — approved a minor open-space modification removing a 10-foot MassDOT strip from the South Road frontage, and granted a three-year extension to the site's resource-area delineation, originally flagged in 2010. A floodplain-fill proposal by Stump and Stone Realty Trust was continued to September 15 while the applicant pursues a zoning variance that could render the fill unnecessary.
