Pepperell Conservation Commission Issues Unanimous Orders of Conditions for Two Projects

PEPPERELL — June 16, 2020 — Pepperell Conservation Commission approves two construction projects and issues a wetlands restoration ultimatum at remote June meeting. The commission voted unanimously Tuesday to issue orders of conditions for a single-family house on a five-acre back lot at 103A Shirley Street — a refiling after a prior approval expired — and for utility pole and underground wire installation along the common driveway at the Village at Scotch Pine Farm development at 34 Shirley Street, where National Grid required a route change that places roughly 180 feet of overhead line within the 50-foot wetland buffer zone. Engineer Jack Vesnuski represented both applicants. The commission also updated members on an enforcement order against the owner of 128 Brooklyn Street, where a tree removal crew cleared the entire lot into the wetland edge without permits; the owner must submit a restoration plan by July 1, complete the work by July 20, and file an after-the-fact notice of intent by July 27 or face fines. The commission's agent noted that Mass DEP reviewed the situation and agreed full restoration of the tree canopy is required.
