Pepperell Planning Board signs Bemis Road solar land plan, tables zoning hearing
PEPPERELL — August 18, 2025 — Pepperell Planning Board signs solar project lot plan, continues zoning overhaul to date uncertain. Meeting with only two of its five members on hand, the board on August 18 acknowledged and signed an approval-not-required plan — ANR-25-1 — for 40 Bemis Road, reconfiguring a previously platted 21-lot subdivision into three lots: one for a solar farm, one for donation to a conservation trust, and one for a stormwater feature. Engineer Melinda Costello of Weston and Sampson appeared for applicant Daniel Seiberg. The board also voted unanimously to continue a public hearing on the town's Zoning Map and Appendix A Table of Uses to a date uncertain, with member Sandra Hartnett pressing the board to prioritize subdivision rules and regulations that have sat unfinished for roughly two years. Town Planner Jason Pleghorn separately disclosed that the town has selected consultant Joe Pesnola to assist the Zoning Board of Appeals on a Chapter 40B application for a project called Latent Landing, with a first hearing expected September 17 at the Pepperell Senior Center.
