Conservation Commission Approves Prescott Street Barn Project Over Neighbor Drainage Objections

PEPPERELL — August 16, 2016 — Pepperell Conservation Commission unanimously approves barn and driveway permit in wetland buffer zone. The commission voted to close a public hearing and issue an Order of Conditions for a Notice of Intent filed by Michael Sheehan for construction of a barn, driveway, underground utilities, and fire department parking at 11 Prescott Street, within the 100-foot buffer zone of a bordering vegetative wetland. Two abutters — Linda Canzanelli of 13 Prescott Street and Kelly Kinney of Prescott Street — raised concerns about drainage, basement flooding, and snow removal from the new paved driveway, with Kinney questioning whether surveyors had actually profiled the farm swale running beside the route. The commission noted that the proposal is a buffer-zone-only project and told neighbors their sole formal recourse is a DEP appeal within 10 business days of filing, at a cost of $100. The board also voted unanimously to issue Certificates of Compliance for Unit 14 at 21 Tucker Street and for the Tully Farm community solar facility at 175 Yashua Road.
