Pepperell Conservation Commission unanimously approves order of conditions for Hollis Street condos

PEPPERELL — October 20, 2020 — Pepperell Conservation Commission clears three-unit Hollis Street condo project after 13-year delay. The commission voted unanimously Tuesday to issue an order of conditions for New View Remodeling and Construction's proposal to raze existing structures at 33-35 Hollis Street and construct three single-family condominiums, driveways, decks, and a stormwater management system within 100 feet of bordering vegetated wetlands. Engineer Doug Lee's of Land Engineering and Environmental Services described a net increase of roughly 3,000 square feet of impervious surface offset by grass swales, a riprap forebay, and six roof recharge units across the three buildings. Key conditions require an undisturbed vegetated buffer between an existing berm and the wetland edge, incorporation of the erosion control plan onto the grading plan before the conservation agent signs the order, and invasive-species-free loam. The commission also voted unanimously to issue a certificate of compliance for a lapsed 2007 order of conditions — DEP File No. 259-705 — under which no work was ever started.
